BREAKING: France Moves to Tax Crypto Swaps Into Stablecoins — Traders Get 10-Year Loss Relief in Return

France is reopening its crypto tax fight today. Lawmakers in the National Assembly Finance Committee have backed a plan to tax crypto swaps into stablecoins, and the full Assembly is scheduled to start examining the 2027 Finance Bill on Tuesday, October 13 — so this story is moving again right now.

The main proposal, amendment I-CF1826 from lawmaker Nicolas Sansu, would make converting crypto into qualifying fiat-pegged stablecoins a taxable event from January 1, 2027. Today, French investors can generally swap one crypto for another without paying tax until they cash out. Under the new plan, moving profits into a stablecoin would count as a sale, with the gain worked out from the original buying cost.

There is a softer side for traders. A second amendment, I-CF798 from Daniel Labaronne, would let investors carry forward realized crypto losses for up to 10 years and use them against future gains. Right now, unused losses are largely trapped in the year they happen, so a trader who loses money one year and recovers the next gets little help.

A third proposal goes after wealthy holders who leave. It would apply an exit tax on unrealized crypto gains when a taxpayer whose household crypto is worth more than about 800,000 euros (around $895,000) moves their tax home outside France, after living there for at least six of the past ten years.

Nothing is final yet, and there has already been a twist. The Finance Committee later rejected the budget's amended revenue section as a whole on October 9, which means the crypto amendments must be submitted again and pass during the full parliamentary debate. Traders should treat this as a live proposal, not a finished law.

For the market, the message matters beyond France. Stablecoins are where many traders park profits between trades, and taxing that move could change how European traders use them, pushing some activity to other countries or back into direct fiat cash-outs. If the 10-year loss relief survives, it partly balances the hit — but today’s Assembly debate is the next signal to watch.
